Al-Rifa, who led IS's senior decision-making body and managed global financial networks, was eliminated alongside another IS operative. Both were found wearing suicide vests and carrying multiple weapons. DNA analysis confirmed his identity using samples from a previous raid where he had escaped.

CENTCOM General Michael Erik Kurilla confirmed Abu Khadija was among the most significant IS members globally. The successful operation disrupts IS's operational and financial networks, marking a crucial victory for coalition forces.

While Iraq declared IS defeated in December 2017, and the group lost its last stronghold in 2019, sleeper cells remain active. Militants continue attacking Iraqi forces, demonstrating the persistent threat.

U.S. and Iraqi officials have reinforced their commitment to counterterrorism efforts, emphasizing the importance of continued vigilance and cooperation. Intelligence officials warn that IS retains the ability to regroup and recruit new members, requiring ongoing monitoring and strategic operations.

The successful elimination of al-Rifa represents a significant achievement in the ongoing fight against terrorism, though both Iraqi and U.S. authorities acknowledge that sustained efforts are necessary to prevent IS from regaining strength.
